Improving software maintenance through measurement
Article Abstract:
Practical, top-down models for software measurement and improvement are developed for the enhancement of software maintenance and development processes. A large portion of productivity and quality problems in large software products are experienced during maintenance. Consequently, a mechanism is needed to improve software maintenance. A software measurement strategy based on a goal-question-metric (GQM) paradigm focuses on what software maintenance improvement goals are desirable and what objective measures can be enacted that can best support the improvement process. The improvement model integrates measurement strategies into the maintenance process through the use of GQM templates and guidelines for the selection of metrics that best support the goals. Details of the measurement-based improvement model and three exemplifying measurement projects are described.

The BIPM and the accurate measurement of time
Article Abstract:
Worldwide agreement on the standards and units of time is necessary for accurate measurements in science and technology. The first institute established to form international agreement on measurement standards was the Bureau International des Poids et Mesures (BIPM), founded in 1875 under the Convention du Metre. The Comite International des Poids et Mesures (CIPM) supervises the BIPM, under the supervision of the Conference Generale des Poids et Mesures (CGPM), which meets in Paris every four years. The Bureau International de l'Heure (BIH) established an international time scale Jan 1, 1920, which was based on astronomical observations of the rotation of the earth. The introduction of the Loran C system in 1969 enabled the establishment of an accurate atomic time scale.

An Accurate Digital Phase Measurement Scheme
Article Abstract:
An accurate digital phase measurement scheme based on the automatic accumulation principle uses a signal-dependent clock frequency. Phase is measured accurately at all frequencies and elimination of a highly stable crystal oscillator makes it economical. A block diagram shows this and other schemes. A graph illustrates errors for this and other schemes.
