Science, Industry, and the New Japanese Challenge
Article Abstract:
The Japanese Super-Speed Computer project and Fifth Generation Computer project have led other countries of the world to realize that the computerization of science is a tecnological imperative. The computer revolution is characterized by difficulty in making further advances, difficulty in adjusting planning to market advances, and the high value of well-trained personnel. The areas of science training and computer-assisted instruction, a national science network, and universities in the computer marketplace are important for questions of technological change. Barriers to the vast buildup of scientific computing include the entrenchment of Fortran with scientists, the learning curve for new applications, the lack of facilities and faculty interest at universities, the lack of manpower coordination, and the difficulty in training sufficient numbers of PhDS. The United States should join groups together in this project with a comprehensive computer communications network, umbrella organizations, more informed decisions on resource allocations, and a greater cooperation between industry product development and final use. The government is responsible for building the network and for encouraging improvement in universities. People must not accept halfway changes but only those which fully meet United States needs.

Building a better bureaucrat
Article Abstract:
Philip K. Howard's 'The Death of Common Sense' and Justice Stephen Breyer's 'Breaking the Vicious Circle: Toward Effective Risk Regulation' offer comments on the ways which modern government performs its duties. Although both Howard and Breyer express confidence in government, they believe that it lacks the mind to make reasonable decisions, which ultimately produces irrational results. They suggest that bureaucrats be given more flexibility in decision making to deal effectively with issues addressed by modern regulation.
