Local authority planning committees are having to be able to fully justify their decision making process and its outcomes when a planning application is taken to appeal. The committee is able to make judgements despite recommendations from its own officers unless the evidence is supplied by an expert which may be considered as irrefutable. If the applicant wins a planning appeal they are able to make a claim for costs which could increase expenditure for local authorities.

Vision of an Urban Commission ..
Article Abstract:
An Urban Commission is required in the United Kingdom to provide a centralised approach to city development. Current planning approaches are inadequate due to fragmented policy. The commission would look at ways to improve cities for residential and employment use within appropriate city planning remits reaching into the next century. Its recommended specific targets are listed.
