Lessons from the Empowerment Zone: unlike the City Challenge and the SRB, funding criteria in the US are spelt out clearly in advance

Although UK local authorities have been competing for government funds to support programmes in urban areas, the competitive process is high profile and losers complain of wasted effort and investment. A competitive model for urban policy was introduced by the Clinton administration a few years ago. Urban and rural areas were designated as Empowerment Zones (EZs) with aim of creating communities of opportunity. Applying for EZ designation offers financial rewards for the winners and local partnerships amongst community residents, businesses and financial institutions can be formed by participating in the process.

Clearing the brownfield land
Article Abstract:
The UK government is keen to build most new homes on brownfield sites in the future, but this policy could bring many problems. There is a danger of difficulties arising from contamination and ground instability, and developers will be very unwilling to take any responsibility for this. This situation is being made worse by the current view that planning and land ownership issues to remain separate. It is vital that planners receive clearer guidance if they are to meet their responsibilities regarding building homes on brownfield land.

Driving lessons from the land of Oz
Article Abstract:
The Sydney Integrated Transport strategy to enhance Sydney's infrastructure could also be applied to London, England. The New South Wales state government encourages less use of the motor vehicle, thereby reducing air pollution and traffic congestion. These are desirable and achievable objectives for London. The travel route between Sydney city centre and Kingsford Smith Airport could be transposed to a similar link between Heathrow airport and London, in addition to other integrated travel projects.
