A project of the Department of Energy's Office of Transportation Technologies allows commercial industrial firms, universities and scientists free access to the Oak Ridge National Laboratory in Knoxville, TN. The program was initiated to give the US industries a competitive edge in the international market. The laboratory is comprised of six centers, which include the Materials Analysis User Center, the Diffraction User Center, and the Residual Stress User Center.

Many materials testing laboratories are depending on new software packages to enhance productivity. Such software packages help reduce the time needed to set up test equipment and assist in the generation of data in an easy-to-understand format. In addition, database management software helps avoid errors since data can be made available to multiple users at any one time.
