Twilight zones: simplified planning zones have now celebrated their 10th anniversary
Article Abstract:
Simplified Planning Zones (SPZs) were introduced under the Planning and Housing Act 10 years ago. They resemble the planning systems of some European counterparts and aimed to lift bureaucracy, and provide certainty and flexibility in the development process. There are currently only six zones with a further six being considered, probably due to the lack of clear policy guidance, and inadequate theory to support them.

The Royal Town Planning Institute (RTPI) is commissioning a study which aims to investigate district-wide local and unitary development plans, along with pre- and post-inquiry statutory procedures regarding the preparation and review of unitary development plans. The study, which is the Institute's 11th, is designed to encourage debate on key issues among the professional and public sectors.
