Waiting for pay day: the impetus for legislation to secure payment for subcontractors is gaining pace in Australia
Article Abstract:
Each eight States and Territories in Australia have independent judicial systems and ministers are meeting to discuss the possibility of new legislation to deal with the security of payment in the construction industry. The National Public Works Conferences believe that security of payment is high priority following a spate of main contractor insolvencies in 1994/95. The New South Wales Security of Payment Committee believes that the concept of deemed trusts based on paying group tax or PAYE, requiring no formal trusts, is a solution.

Article Abstract:
A study was done of the work environment of military contract engineers. The work force is very stable with good job security, but the employees are not aggressive. Most managers started in engineering and regret leaving the technical side of their work. Some engineers do not feel connected to the end product of their work and center their lives more around their families. All in all the emotionally closed engineers are not motivated to work for innovation, which is probably due, in part, to the environment of the military market.

A new report predicts an eleven percent increase in private industry R & D spending in 1984. The report is based on a mail survey of corporate R & D directors and officials. The biggest spending increases are projected in machinery, chemicals, instruments, aircraft and electronics.
