Diverting municipal biomass from landfills

Article Abstract:

California's landmark legislation, known as AB 939, aimed at diverting half of its solid waste from landfills is ten years old but the state is set to fall short of its year 2000 deadline. However, a recycling infrastructure has been developed that can collect and process up to 20 million t/y of the state's solid waste. AB 939 was introduced because of California's high per capita waste generation rate, a desire to protect natural resources and a perceived shortfall in landfill capacity.
