EPA backs innovative Virginia program to avoid setting TMDLs

The Virginia Department of Environmental Quality has designed a new program that seeks to clean damaged bodies of water through voluntary methods. The program, as required under the Clean Water Act, is intended to circumvent having to set water discharge limits, known as total maximum daily loads, which can be time-consuming and expensive.
