Issues concerning a proposed defense bill, which reduces penalties the US armed forces must pay for any environmental violations, are discussed. The defense authorisation bill limits penalties payable by the military to $1.5 million.

High Court Federalism ruling may spur Clean Water Act challenges
Article Abstract:
A spate of challenges by industry to environmental protection laws could be encouraged by a legal decision to limit federal controls. The effect of the ruling in the US v. Morrison el al case on wetland habitats is explored.
