A copper clampdown

A metal scrap broker has reported that the Chinese government has decided to tax all copper scrap shipments containing at least 70% copper by volume. The tax imposed at that rate could stop the export of lower grade wire and cable into China. While the government decree specifies copper, brokers are concerned that it could widen to include aluninum cable shipments. The tax is expected to have an adverse effect on lower grade wire and cable markets since China is a major buyer.

The copper scrap market continues to perform better than other scrap markets. The sector's average buying prices in 2000 finished $0.08 above the 1999 average at $0.65/lb. The better performance of the copper sector is seen as the positive result of its decreased reliance on the automotive industry. Industry analysts believe that the future of the sector will be greatly influenced by the performance of the electronic equipment and home building industries.

Tung Tai Trading Corp, a recycling firm based in Burlingame, CA, has learned its lessons in the past to again try operating nonferrous metal yards in China. The company's first foray into the Chinese market was a failure as it encountered what a company official said were 'regulatory problems.' Today, the company has seven nonferrous yards in China, owning four of them and the other as joint ventures with the Chinese government.
