Environmental inspections and emissions of the pulp and paper industry in Quebec
Article Abstract:
The effect of inspections on the self-reported quality emission levels of pulp and paper facilities in Quebec was studied in a basic model which considered the discharges of biological oxygen demand and total suspended solids. It was recognized that both the Canadian and US governments have inadequate resources to monitor and implement environmental regulations. It was concluded that inspections and the probability of inspections have a significant negative effect on emissions. In addition, regulators are given more information due to more frequent reporting.

Does altruism undermine existence value?
Article Abstract:
Altruistic motives may have an impact on the benefit-cost analysis of a natural resource plan. When such motives are the primary reason for existence value, the type of altruism determines the impact on the benefit-cost outcome. Altruism that is individualistic has no impact because the public generally only values the well-being of resource users. Altruism that is mixed may have some effect on the benefit-cost outcome. Paternalistic altruism, which describe a public only concerned about the resource's use, has a strong effect on the benefit-cost outcome.
