Government management of village commons: comparing two forest policies
Article Abstract:
The relationship between centralized and decentralized management of local forest commons was examined focusing on one type of central policy called Joint Forest Management (JFM). Policies of the JFM are considered to be an effective tool in promoting good village-level management practices. Three questions were addressed, namely, when JFM is preferred by villagers, whether the government wish to maximize its forecasted timber revenue and which policy is more appropriate in motivating the development of improved village-level enforcement.
