Privatizing cocomposting facilities in Puerto Rico

Article Abstract:

Puerto Rico's Resource Recovery Plan was developed in 1995 to achieve the country's 35% waste reduction requirement by the year 2000. It includes the operation of facilities for solid waste handling and composting in Toa Baja, Arecibo and in Mayaguez by the Solid Waste Management Authority, with the assistance of a hired legal consultant. The private sector's participation is encouraged to promote compost expertise and information dissemination. Finally, a set of regulations has been drafted for the cocomposting of biosolids and yard trimmings, and its product utilization.

Odor modeling as a tool in site planning

Article Abstract:

Compost facility sites must be situated in a suitable location to avoid difficulties associated with odor. The site planning process can be greatly improved by the use of models designed to take emission rates and meteorological conditions into account. The atmospheric dispersion modeling method to establish approximate odor concentrations is described. The ISCST3 model described uses meteorological data from the National Climatic Data Centre.
