Regulatory factors shaping environmental performance at publicly-owned treatment plants
Article Abstract:
The regulatory factors that shape the level of environmental performance at individual polluting facilities, particularly the deterrence generated by actual government interventions, namely inspections and enforcement actions, are analyzed. The wastewater discharges by municipal wastewater treatment plants in the state of Kansas for the years 1990-1998 are examined for empirical analysis.

Inefficient environmental instruments and the gains from trade
Article Abstract:
The consequences of using insufficient instruments like design standards and concentration standards, to have gains from trade liberalization, are presented. The use of mode of regulation to achieve gains from trade is suggested.
