The declining trend in sulfur dioxide emissions: implications for allowance prices
Article Abstract:
Sulfur dioxide (SO2) emissions by electric utilities decreased from 1985-1993 due to the reduced rail rates for low-sulfur western coal supplied to the higher-sulfur coal-fired plants in the Midwest. Moreover, Title IV of the 1990 Clean Air Act Amendments' emission reduction mandate is found to have relatively insignificant impact on the decline of the SO2 emissions. The decrease in rail rates was attributed to the deregulation of the railroads in 1980 in a move that made low-sulfur coal more economically viable.

Combining intended demand and yes/no responses in the estimation of contingent valuation models
Article Abstract:
The contingent valuation method (CVM) is limited by the lack of a direct link between estimated willingness to pay and consumer behavior concerning the use of the good being evaluated. Information on intended use is made an integral part of the CVM to estimate the total value of a resource under a capacity constraint. This combined method allows use and non-use values to be identified for a sample of users and non-users.
