Developing comprehensive, individualized community-based services for children and youth with emotional and behavior disorders: direct service providers' perspectives
Article Abstract:
Research on the views of different service provider groups, working under a single service agency, on the barriers imposed by the community to comprehensive individualized care for patients with behavioral problems revealed differences of opinion over only five items of the 21 potential barriers. The five barriers include expensive nature of services, lack of qualified personnel, lack of culturally competent staff, lack of family-centered services and lack of knowledge about available community services. Mental health service providers gave less importance to these barriers than other groups.

Characteristics of adult caretakers of children and youth served by an urban child welfare agency
Article Abstract:
The child welfare system experienced substantial reform in the 1990s and this overhaul was characterized by an emphasis on home-based services that were designed to prevent unnecessary placements outside the home. A study was conducted to study the characteristics and service utilization experiences of families with children and youth at risk for or already in foster care that were being served by one urban, home-based child welfare program. The results in relation to those of similar studies and their implications for future research efforts and service delivery are discussed.

Personal, family, and service utilization characteristics of children served in an urban family preservation environment
Article Abstract:
A large part of the child population receiving welfare services in an urban family preservation environment is African American. While the sex ratio favors males and females equally, age group is a determinant of the local factors. As the number of children placed in the welfare system is growing at an alarming rate, the quality of the services has suffered. A greater number of children have entered the welfare system in the period between 1991 and 1994 due to the economic conditions or the behavioral problems of the guardians.
