AEA forced to reduce quota and cease imports

The merger of Azucarera and Ebro Agricolas (AEA) has met with the Spanish government's approval. Although Spain's competition authorities conditioned approval of the transaction on a mandated change in the quota requirements for the two sugar groups, agriculture minister Loyola de Palacio stated that no changes would arise from the merger. Finance minister Rodrigo Rato stated that AEA would have limited access to any increases in sugar allocation, and that some 30,000 tonnes of its current sugar quota would be assigned to other processors.

The Spanish government has approved the merger between sugar company's Ebro Agricolas and Azucarera but the merged entity's sugar quota is to be reduced by some 3,000 t. The new company, AEA, accounts for around 60% of Spanish sugar imports totalling some 300,000 t in 1997. The government's decision to reassign AEA's sugar quota has been forced by pressure from other sugar companies, including Acor and ARJ. AEA will also have to cease imports from other European Union members to allow competition from smaller Spanish processors.
