West Germany may be falling behind in technological development. Germans are excellent at basic research and development. However, Japanese competition is proving too hard to beat. The government disapproves of industrial subsidies, but is forced to grant them. Most federal aid is spent on structural aid for regions. Graphs and a map are included.
