A new look at Crime and punishment

Article Abstract:

California's prisons, for over decades, is shaped by politicians who have built careers by pushing punishment legislation. The new Schwarzenegger administration backs an effort to restore the prison and also tries to change the prison system that has grown both massive and unmanageable.

The termed-out departure of the State Senator, Jim Brulte, considered as the Legislature's most prominent and accomplished Republican, in 2004 is described. Jim Brulte's departure was a great loss for the Republicans.
