Back home, Rogan gets judged

Article Abstract:

Some observers believe that the position of Republican congressman James Rogan as House manager could have permanently damaged his changes of re-election. Democrats in Southern California are already hoping to use Rogan's role as House manager to remove him from his seat in 2000, claiming that he can no longer claim to be bipartisan. It is hard to understand why Rogan, who won by only 3% in the last election, would choose to play a leading role in the prosecution of President Bill Clinton. His supporters emphasize that he regards the role of House manager as his duty, and that he is not necessarily always seeking to boost his popularity.

A guide for the perplexed

Article Abstract:

A veteran lawmaker gives freshman legislators a set of advice on how to be successful at their new endeavor. He urges the new legislators to get to know their colleagues better and members of the other party as well. Rookies should learn about the annual state budget, the analysis of bills and the basic rules on parliamentary procedure to get ahead of the bunch. Legislators should also learn to deal with the lobbyists who would respect them for paying attention to bills and understanding their fine points.

Freshman class brims with great expectations; 'real change may come in increments. And it must be done carefully and thoroughly. That's why I'm limiting myself to only 10 to 12 bills this year.'

Article Abstract:

A newly elected member of the California Assembly is prepared to deal with the challenges of being a woman, a Latina and a Republican in addition to her responsibility to her family as she enters her first year in office. She anticipates the learning curve to be steep but is determined to learn about building relationships and to deal with problems from different perspectives. She is optimistic that she will serve as a role model for women, Republicans and Latinos by making a difference in the Assembly.
