Comparing alternative policies to reduce traffic accidents
Article Abstract:
A study derives and implements formulas for the welfare effects of uniform mileage taxes, gasoline taxes, per-mile insurance premiums, and mileage taxes differentiated across vehicle and driver groups, for reducing the external costs of passenger vehicle accidents. The results indicate that, unlike other policies, the gasoline tax induces costly improvements in average fleet fuel economy that have little effect on reducing external costs.

Tax policy coordination, vertical externalities, and optimal taxation in a system of hierarchial governments
Article Abstract:
When tax bases are different, combined taxes no longer remains optimal, as federal tax rates are adjusted to reflect state public service levels. A welfare-maximizing mix of taxes and public services is obtained only when grants are available.

Can partial fiscal coordination be welfare worsening? A model of tax competition
Article Abstract:
An argument that, mobile factors tend to be undertaxed except in case of coordination of tax policies, is presented. The mobile factors can achieve global optimum by imposing a tax on capital and a subsidy on labor.
