The author discusses the merits and efficacy of election assistance and election monitoring by the international community of newly developed democracies. International election observers for Cambodia's 1998 election describe their difficulties in Cambodia. Topics include constitutional flaws and requirements, oppositional complaint, inconsistency in election management, ballot and voting irregularities, and observer bias.

Finland's 16 March 2003 general election captured widespread attention, with the selection of Anneli Jaatteenmaki as prime minister, becoming the only country in Europe to have women as both prime minister and president. However, Jaatteenmaki's resignation just 63 days after taking power amid revelations of lies and leaked campaigns documents revealed fissures in a country not known for political volatility.

The March 2000 general election in Spain
Article Abstract:
The success of the conservative Partido Popular (PP) of Spain during the 2000 elections is examined. The author argues the party's campaign strategy, which was based upon strong leadership and organization, overcame the opposition's strategy of charisma, and Spanish voter's are adopting more pragmatic values which led them to believe the PP would bring about economic growth.
