In search of yardstick competition: a spatial analysis of Italian municipality property tax setting
Article Abstract:
Italian local government using data to test for fiscal interaction arising from yardstick competition is presented. Estimation of local property tax setting equation, which uncovers positive spatial auto-correlation in local tax rates of jurisdictions where the mayors run for re-election in uncertain contests, while interaction is absent where either mayors face a term limit or are backed by large majorities is highlighted.

Reaction or interaction? spatial process identification in multi-tiered government structures
Article Abstract:
Horizontal and vertical fiscal externalities in a multi-tiered structure of government are explored. Maximum likelihood and instrumental variables estimation techniques are implemented to identify the source of spatial dependence in English local government expenditures. Results indicate that positive spatial autocorrelation among District expenditure is attributed to County fiscal policies, to a greater extent.

The mix of public inputs under tax competition
Article Abstract:
A study analyzes how the use of taxation on mobile factors affects the mix of 'factor-specific public inputs' set by regional governments. The inputs are defined such that they have impacts analogous to the Harrod-neutral and Solow-neutral technical change, and show that the nature of the expenditure mix depends on the elasticity of substitution between these factors.
