"Pay & Promotion for Performance' Is Clear First Choice in OPM Survey
Article Abstract:
Several hundred workers responded to questions asking how you would increase the federal workforce's efficiency and productivity. The questions were proposed by the Office of Professional Management (OPM). Tables are included showing the order of priority of the answers. A major finding was one that indicated reforms should be made to base wages and promotions on performance rather than seniority. Many people also believe that current civil service regulations do not give the manager the flexibility he needs to do his job.
