The 1998 primary election was one of the most intriguing in California politics. It was set against the backdrop of a robust state economy and was shaped by two propositions passed by voters in 1996. Proposition 198 allowed voters to transcend party lines and choose any candidate regardless of party association. Proposition 208 set limitations for campaign fund sources which was invalidated by a court. However, it already had an impact on the 1997 fund raising campaign.

Article Abstract:
Republicans were able to gain a seat in California's congressional delegation despite their significant losses in state government positions. The GOP won seats which were held by Democrats Vic Fazio and Jane Harman. Despite their gain, the Republicans were not able to unseat a number of Democrats who were seen as vulnerable, such as Ellen Tauscher, Cal Dooley and Brad Sherman. A tally of the election results for all electoral districts is presented.

The "other" propositions
Article Abstract:
Nine propositions were put before voters during the primary elections. Of the nine propositions, Propositions 226 and 227 generated much controversy and intensity. Among the remaining seven propositions, voters passed Propositions 219, 220, 221, 222 and 225 and scuttled 223 and 224. Proposition 223 called for school district spending on administration while 224 aimed at imposing bidding requirements for architectural or engineering contracts.
