Public promotion of new technology ventures: an agency perspective
Article Abstract:
Understanding the proper role of government in the promotion of small technology-oriented firms is a priority given the potential benefits to society as a whole and the inability of traditional market mechanisms to adequately nurture such firms. Further, designing the appropriate public policies to sufficiently satisfy the involved stakeholders has typically proven to be an elusive pursuit. With these issues in mind, this paper applies the concept of agency theory to evaluate government programs seeking to promote technology start-ups. A new program associated with the Innovation Ontario Corporation, which utilizes equity joint ventures between government and small technology-oriented firms, is described and evaluated using the agency perspective. Suggestions are made for further inquiry and analysis. (Reprinted by permission of the publisher.)

Public opinion and the measurement of consumer satisfaction with government services
Article Abstract:
This paper measures Canadian consumer satisfaction with six government services in two time periods, 1983 and 1988. A taxonomy of government services is developed based on heterogeneity of consumer needs and extent of consumer experience with government services. This framework is used to organize the analysis of regional and demographic differences between satisfied and dissatisfied individuals. Results of the study indicate that the majority of people are very satisfied with all six services in both time periods. Variation does exist across types of services, and several regional and demographic variables are found to be significantly different across satisfied and dissatisfied respondents within each service.
