Regulatory compliance with costly and uncertain litigation
Article Abstract:
Regulators increase the rate of fines to increase compliance rate of firms, at the same time, the higher value of fines drives firms to litigation. Regulators are forced to direct its limited resources away from inspections towards litigation. The suggested course is for regulators to make court costs very large and to raise its inspection fees, which in turn will increase the compliance of firms.

Article Abstract:
Governments are liberalizing elements of former public utilities, at the same time institutionalizing various restrictions to keep out unwanted consequences of imperfect competition at bay. One of them is price controls and another a pro bono supply requirement that must be maintained at any cost. There are certain conditions, which actually promote welfare of the needy on a larger scale.

Taking the lab to the field: experimental tests of alternative mechanisms to procure multiple contracts
Article Abstract:
The results from a sequence of laboratory experiments comparing the bidding behavior for multiple contracts in three different sealed bid mechanisms; first-price simultaneous, first-price sequential and first-price combinatorial bidding is reported. It is described how the lab experiment was followed up by a field test of a combinational procurement auction of road markings.
