Decentralization/Regionalization in Health Care: The Quebec Experience
Article Abstract:
In an effort to mold health care services to local needs, Quebec has intensified development of decentralization programs. Decentralization has evolved since 1948 under the belief that the government has the duty to provide health care services to all individuals. Programs provide universal coverage, comprehensive benefits and portable benefits. The Quebec health care system is committed to public administration and accountability. Participation of local residents in their health care programs is encouraged in order to develop programs which closely meet the needs of individual communities. Many aspects of decentralization have already been achieved. More emphasis now needs to be placed on the reward system for encouraging the involvement of everyone from health care professionals and managers to labor unions and users.

The socialization of newly hired medical staff into a large health system
Article Abstract:
The Mayo Foundation surveyed its new staff members in 1997 to learn about their orientation and training needs and how it could help their assimilation into the organization. Respondents said that department chairs play key roles in guiding new staff members on the ways to adapt to their new environment. Their most preferred orientation techniques also included group sessions, cross-department mentoring and opportunities to meet their peers socially.
