Blue Cross is the dominant insurance company in Pittsburgh, PA. It was selected in response to labor union demands for health benefits. In 1995, Blue Cross has 63% of the health insurance market in the area, a decrease from 70% in 1980. It wants to retain its major market share and is developing a physician network. Blue Cross acquired 40-member Premier Medical Associates, the largest Pittsburgh group practice in 1994.

The Hispanic American healthcare market is vast and underutilized. Hispanic Americans are the least insured ethnic group in the US. The disparity exists because of a lack of communication and a lack of cultural awareness of the US healthcare system. Job-based insurance is possessed by 63% of Anglos, 57% of Asians, 46% of blacks and 37% of Hispanics.
