Recent determinants of new entry of HMOs into a Medicare risk contract: a diversification strategy

Article Abstract:

The entry of a health maintenance organization (HMO) into a Medicare risk contract is seen by analysts as a diversification strategy to allow HMOs to achieve growth in profit, size, sales and assets. Upon entry into a Medicare risk contracting program, the HMO is given a capitation payment of 95% of the adjusted average per capita cost of service fee-for-service beneficiaries in the common market county. General HMO penetration into the market has been argued as the most important predictor of HMO share in the Medicare market rather than adjusted average per capita cost.
