The US Agency for Health Care Policy and Research has a budget of $150 million. Agency administrator John Eisenberg cannot understand why health services research is not financed more readily. The public does not understand the relationship between health care research and the care that they receive. It is important in the late 1990s, with limited funds for medical care, to determine which medical procedures work and which do not.

The Joint Commission on Accreditation of Healthcare Organizations' surveying policy states that hospital workers' opinions will remain private, but critics feel that the association cannot guarantee anonymity. Plus, critics contend, the surveyors do not use quality of care information they get from interviews appropriately. The commission should find new ways for employees to express their views about hospital quality.
