The Maryland General assembly on April 7, 2002 voted unanimously for a bill that attempts to reform Care First and prevent it from seeking for-profit status. However, the national Blue Cross Blue Shield Association is worried that undue influence by state government in the selection of Blues planEs board is tantamount to control the plan and runs counter to Blues interests.
