More pressure from Congress to cap health care spending

Article Abstract:

Proposed reforms designed to curb health care costs fall into two broad camps: market-oriented reforms that promote competition and cost-consciousness; and reforms that increase government control and involve price-setting. Democrats tend to support plans that extend Medicaid rates to all payers, or set global health care spending caps. President Bush, the AMA and Republicans tend to support plans that foster competition by streamlining health care administration and subsidizing the purchase of health insurance with tax credits and deductions.
