Pay rules for teaching physician punish everyone

Article Abstract:

Current Medicare and Medicaid rules do not permit hospitals to bill for services rendered unless the physician himself performs the service. This does not allow for the flexibility needed by teaching hospitals to fulfill their dual purpose of providing treatment and teaching students. Thus, academic centers re-must evaluate the way they utilize their teaching staff, perhaps leading to decreased quality of care. The answer is for government agencies to make reasonable payment for services provided by residents and students, on the condition patients are treated under the close supervision of educators.
