Self-insurance pools are groups of insurers or reinsurers that pool their exposures and share in risks. Private pools, which are widely used in many industries, are concentrated on loss control, with members sharing profits through dividends or rate credits. Public pools share similarities with private pools in terms of focus and risk-sharing, but have the advantage of financial and legislative support from the municipalities or districts they serve.
