Power to the people?

Article Abstract:

A survey of public attitudes to the Patient's Charter revealed little awareness of its provisions. A random sample of shoppers in Leytonstone, London, England participated. Most approved the charter's intentions but considered them unachievable. For example, several disclosed the maximum 14 minute waiting time for an ambulance had not been achieved. Most considered two years too long to wait for an operation. Most blamed lack of resources for problems.
