Sound reasoning behind policy

Article Abstract:

The Scott postage stamp catalog's policy of listing imperforate errors with sheets of stamps rather than single stamps is fair. The perforations on single stamps could be altered to look flawed. Erroneous perforations should be inside the stamp design.
