Non-denominated stamps almost two decades old

Article Abstract:

The US Postal Service issued the first non-denominated stamp with the 1975 Christmas stamps. At printing time it was unknown if a rate increase would take effect, so the stamps were printed without denomination. The stamps created problems when used on overseas mail.

Commemorative postage stamps have to meet 10 criteria to be considered for actual publication. The Citizen's Stamp Advisory Committee, created in 1956, evaluates proposals for commemorative stamps. Stories behind the issuance of two stamps are described.
