Article Abstract:
The European Works Councils Directive has provided an impetus to Europe-wide negotiations between employee representatives and the management of multinational companies. According to a report prepared for the European Foundation for the Improvement of Living and Working Conditions and the European Commission, one third of the 1,200 multinational companies this Directive covers have made voluntary agreements, representing an unparalleled increase of negotiations at the transnational level in Europe.

An International Labor Organization report finds that British trade unions and employers' associations are learning to adapt their strategies to modern industrial relations, despite the problems of declining membership and influence. Signs of adaptation include new methods of production and communication, new approaches to human resources development, the view of some that workers' organizations and traditional collective labor relations are leftover from the past.

A survey of these companies indicates high levels of productivity and training and positive employee-management relationships.
