Germany's Eastern Lander - two years on
Article Abstract:
The collapse of East Germany revealed the massive inefficiency of the state's benefits system. In addition, the significant unemployment levels which were a result of the closure of inefficient East German firms are severely straining the nation's social security system. The region needs capital investment which will serve to create jobs and other economic benefits. There is also the need for occupational benefits but the lack of funding has made it a low priority in the German government.

Issues concerning the provision of pensions by companies are discussed. An analysis of occupational pension schemes in Central and Eastern Europe is presented and the benefits of occupational and personal pensions compared.

An overview of the financing of second pillar pension provision in Germany is presented. A new alternative method of financing occupational pension schemes, namely the contractual trust arrangement, is examined.
