Relocation policy and practice 3: policy change and tax treatment
Article Abstract:
A survey of the relocation policy of 45 organizations reveals that more than 50% of them offer different benefits for new recruits and existing employees. Twelve offer the same benefits, three provide benefits only to existing employees and one provides assistance to only new recruits. Most of the policy changes in these companies have been prompted by the Finance Act of 1993 but some are an effort to provide employees with more choices. Employers have sought to use tighter controls in providing increased housing allowance in high-cost neighborhoods instead of eliminating the scheme.

A UK survey of 72 employers on workplace smoking policies indicates most are more concerned with non-smokers' rights, over 50% have a policy initiated on a specific date, and senior management is usually behind the introduction of such policies. Other results show over 40% of those surveyed have a complete ban on workplace smoking, personnel departments often are charged with enforcement, and many employers offer assistance in quitting. Employers cite improved work conditions and passive smoke hazards as the main reasons for their policies.

Article Abstract:
An Employment Policy Institute report urges the creation of a UK Department of Industry to manage the labor market when a Labor Party government is elected. The report indicates Labor's best move would be to integrate labor matters within the Department of Trade and Industry in shaping a new comprehensive Department of Industry.
