Article Abstract:
The role of the German personnel manager is very different from that of the British personnel manager. The system is very orderly and predictable. Most employers are represented by the relevant employers association to negotiate pay bargaining. Personnel managers merely implement the decisions. The works council also adds to the stability. Despite the recession, wage standards are high in West Germany. German employees receive benefits that are luxurious by some standards. Personnel work in West Germany has its basis in procedures, documentation and the law rather than in custom and practice. Although German personnel practices provide its practitioners with industrial stability and order, the legal complexity can be inhibiting. Recruitment is another problem. Professionalism among German practitioners appears to take the form of mastering legislature and procedures. British personnel managers are more concerned with the practice and administration of personnel.

Incorporating technology
Article Abstract:
Small companies providing 401(k) plans to their employees are confronted with the hard choice of retaining their inexpensive manual but slow methods or adopting technology that would be within their income reach. The services that user-friendly kiosks and sophisticated software can offer can usually be tailored to fit limited corporate budgets using personal computers, although in a quite limited way. Small firms should, however, be forward looking in their technological plans. Ultimately, the price of technology will drop enabling them to offer the same kind of services that their bigger counterparts presently provide.
