The US should adopt a four-tiered health insurance program to improve access to medical care for the 36 million US citizens who do not have medical insurance. The program supplies coverage to people not currently covered and provides people who are covered an opportunity to purchase supplemental coverage. Other aspects of the plan include catastrophic illness and reinsurance coverage. The four-tiered program also highlights the need for individuals, businesses, the government and insurers to work together to provide feasible solutions.

Hooking up a network
Article Abstract:
Health insurers face many difficulties in developing a managed care network. Insurers should first consider the overall market before designing the network. Insurance companies should also target customer segments, while factoring in such important factors as price and management-information systems support. The formation of a managed care network should improve the quality of care and lower the associated costs.
