Stating the case for health care reform; while the congressional debate on health care reform rages, the states craft plans that could provide a model for national policy
Article Abstract:
Pres George Bush and several states have proposed healthcare reform packages using the incremental approach, which builds on the current healthcare system. The Health Insurance Association of America (HIAA) favors a plan requiring employers to provide benefits to their employees or pay into a state-run insurance pool. A third option is a single-payer system, where government pays for all expenses, sets fees and reviews treatments. Connecticut adopted the HIAA model in Jul 1990; while Hawaii has had a similar program since 1974. Washington and Oregon have adopted bare-bones plans without mandated benefits.

Quest for quality: the payoff for a quality program can be significant for insurers with patience and the willingness to expend considerable effort
Article Abstract:
Insurance companies increasingly are adopting the principles of Total Quality management (TQM) pioneered by manufacturers. TQM programs give insurers a competitive advantage by improving their level of customer service. The main question for insurers implementing TQM is defining whether their customers are their insurance agents and brokers or their policyholders. Insurers should hire a consultant before implementing a TQM plan and management and employees must be enlisted in the TQM effort to make it succeed.
