Constructing sovereignty for security
Article Abstract:
The UN Secretary-General's High-Level Panel constitute the contemporary version of a long standing security task, the stabilization of the periphery by Great Powers, which must be carried out in a world governed by the universal juridical sovereignty of the nation-state. The UN Secretary-General has supported the concept of a 'duty to protect' that can at times override sovereignty, but it is not only the sovereignty of the states enduring conflict that might have to be compromised.

Kosovo's moment of truth
Article Abstract:
Kosovo is run as protectorate of the United Nations since 1999, and it is widely expected that, against the wishes of the government in Belgrade, Kosovo would be granted some form of 'conditional independence'. It is argued that probable eventual recognition of the new state, while it would be preferable for this to be done through the Security Council, if Russia or China prevented this, another route would have to be found.

The UN after Iraq
Article Abstract:
The war in Iraq in 2003 brought to the fore a host of questions of principle and practice, whose implications have to be addressed by the United Nations. The Secretary General has set up a High-Level Panel on threats, challenges and change, and indicated that 'far-reaching institutional' reform should be on the Panel's agenda.
