Delusions of development: the Eisenhower administration and the foreign aid program in Vietnam, 1955-1960
Article Abstract:
The foreign aid programs launched by the US government in the 1950s and 1960s to stabilize the economies of developing nations in Asia and Africa were in reality adjuncts to its policy of containing communism. A case in point was the Eisenhower administration's economic aid to the South Vietnamese government of Ngo Dinh Diem. Despite the hefty aid received by South Vietnam, which reached $1.4 billion for the years 1955-1960, the Vietnamese remained poor as ever. This was because the aid was used by Diem for his political survival and not for economic development.
