European integration at a crossroads
Article Abstract:
The requirements of the 1992 Maastricht Treaty are obstructing the process of European integration into Economic and Monetary Union by 1999. The 1992 Treaty necessitates painful fiscal adjustments in European countries to facilitate easy convergence into a single global economic power. While economic growth has declined in most European countries, a single European market and access to dynamic markets beyond Europe will help the Union face the situation. Dialogue with Asia will make economic and political multilateralism possible.

Article Abstract:
The European governments fiddled over relatively trivial budget issues, rather than struggle to define a reasonable way forward in the June 2005 summit in Brussels. To tackle the EU's existential crisis, it is crucial to move away from a European construction that has too often consisted of a series of technocratic 'faits accomplis' in search of popular ratification, toward a process that genuinely involves citizens.
