'Illegitimate' loans: Lenders, not borrowers, are responsible
Article Abstract:
Domestic and international law is used to understand the concept of 'illegitimate debt', which should not be repaid irrespective of the status of the borrower. Non-payment of illegitimate debt is necessary as creditors should never have lent money to a repressive regime which will prevent future lending to oppressive dictators.

The situation of internally displaced persons (IDPs) a decade after the first mandate for the Representative of the UN Secretary-General on IDPs is evaluated. The independent financed Project on Internal Displacement was set up specifically to support the mandate for other cash-pressed rapporteurs on human rights.
