International diplomacy and the crisis in Kosovo

Article Abstract:

The international community reacted rapidly but rather cautiously to the outbreak of violence in Kosovo, Yugoslavia. This approach goes against evidence from the Bosnian conflict indicating that only really powerful diplomacy will be effective when dealing with the authorities in Belgrade, Yugoslavia. The fact that leading countries failed to respond more positively to the Bosnian crisis has become a dominant theme in current international diplomacy. The international community continues to oppose any changes to Yugoslavia's boundaries, but in the long term this could prove to be a misguided policy.

In praise of folly: International administration and the corruption of humanity

Article Abstract:

An argument is presented that a trust founded among equals is capable of being objected to if trustee and beneficiary are necessarily joined in a powerful relationship that rules out the chances of consent. Attempts at patching up this kind of relationship with the demands of human rights implicate a kind of corruption that is intelligible in making ordinary language correspond with the ideal.

Right-sizing international criminal justice: the hybrid experiment the Special Court for Sierra Leone

Article Abstract:

The hybrid Special Court for Sierra Leone (SCSL) is an effort to administer justice for international mass atrocities using a new model of functioning. It has a pared-down budget, tightly focused mandate, limited time of operation, and lack of institutional links to the Security Council.
